Background
With progress in Social media, public services and information, along with information technology there is a great expectation for the effective management of sustainability and transparency of governance. Using of ICT is increased day by day now a days. The security of the ongoing information system is becoming more and more challenging.
Past attempts
First computer brought to Nepal was IBM 1404 to calculate the census of 2028 BS. With the advancement in technology now a days every sector has started to adopt the computer technology. After the formation of National communication policy 2049, telecommunication act 2053 and telecommunication rule 2054 , telecommunication sector is free and very competitive.
